Harmonised IVA - HIVA

The EU Council have released the draft Harmonised Individual Vehicle Approval document and it's caused a storm.

The  document appears, as with the original SVA, to have completely ignored the fact that there are classes and types of vehicles that do not fit the 'Global' definitions the the EU likes to deal in.

IVA/BIVA is a 'cut down' version of what the EU seeks to impose, via HIVA which currently allows people to continue to modify their vehicle legally. However, the continuation of BIVA itself is understood to be subject to review as part of clearing VOSA's operational deficit, as we reported late in 2009

BIVA Under threat 

ACE are in contact with VOSA and will publish their responses as soon as we have them. 

**Update** 

We have been informed by VOSA that currently, HIVA is planned to run alongside BIVA not as a replacement and it is more likely to affect commercial importers than amateur builders.

However, that could change should the EU decide.
