BIVA Pickup problems

The new BIVA test has a class for modified production cars(group M1) which is a big step forward from SVA and enables many more to legally modify their cars outside of the DVLA 8 points system.

However there is an anomaly in the application of the rules, which needs pointing out before you rush into building a pickup from your production car.

If you intend creating a pickup from an already registered vehicle it will automatically create a group N1 (Goods) vehicle, which will require SVA not BIVA.

However there is no class within SVA for a modified production N1, only for non-previously registered new vehicles or for ‘ground up' Amateur Build.

This creates a situation where more modifications than just a pickup bed are better.

A vehicle with changes to the drivetrain, engine etc would, subject to VOSA Tech Approval, qualify as an Amateur Build and would then be subject to BIVA.

As is the case with any Amateur Build vehicle it would need a full, photo, history of the build up to show that it is indeed an Amateur Build and not a purchased vehicle that would not be eligible for the test.

Is is a Goods Vehicle?

It is important to remember that there is a strict criteria for being able to use the Goods Vehicle SVA test and that VOSA Tech must be happy that the vehicle's primary function is of goods carriage and not simply an attempt to use the less onerous test.

The main functionality requirement is that there is an adequate goods carriage area, This is to prevent the removal of boot lids from passenger vehicles in an attempt to claim Goods Vehicle status.

This does mean, however. that vehicles with an inadequate load area, or with encroachment in the available space by bed installed fuel tanks or rear mounted engines will be unable to use the BIVA test.
