New number plate supply law comes into effect
In 2007 the DVLA issued a consultation document regarding number plate supply in the UK :-

After all the replies to this document were received the DVLA released the findings of the consultation :-
The DVLA Press Office have now distributed a press release detailing the new powers gained under the Road Safety Act 2006. The Register of Number Plate Suppliers (RNPS) regulations have also been expanded to now cover Scotland and Northern Ireland.
The new laws regarding number plate supply come into effect on the 1st November 2008. From that date it will become illegal to sell number plates that do not comply with the Road Vehicles (Display of Registration Marks) Regulations 2001. Basically, this means any 'show plates' or 'offroad plates' even if advertised and sold as 'Not for road use' i.e. italicised letters, background images, non-standard letter spacing.
