We have been speaking with Anthony Cohen of AIAA (American Import Agent Association) and we attach their ‘call to arms’ below. Bear in mind that HIVA will also affect the import of so called Grey Imports, mainly Japanese vehicles, and limit the amount of vehicles that will be available as our pool of older vehicles in future.

The removal of the right to import these vehicles will have a long term affect on the supply of parts for even older cars, as the market needs to be kept buoyant by fresh vehicles to make it financially viable.

Harmonised IVA - HIVA

The EU Council have released the draft Harmonised Individual Vehicle Approval document and it’s caused a storm.

The document appears, as with the original SVA, to have completely ignored the fact that there are classes and types of vehicles that do not fit the ‘Global’ definitions the the EU likes to deal in.

Update: Right to Repair

We first reported on the Right to Repair campaign back in July 2008 when it was primarily aimed at trade awareness.

Recently SMMT (Society of Motor Manufacturers and Traders) have taken the campaign to the end users as the response from the trade was not as high as hoped for. Many enthusiasts don’t run ‘modern’ cars and can’t see the relevance of the removal of new car service information to them.

BIVA Pickup problems

The new BIVA test has a class for modified production cars(group M1) which is a big step forward from SVA and enables many more to legally modify their cars outside of the DVLA 8 points system.

However there is an anomaly in the application of the rules,which needs pointing out before you rush into building a pickup from your production car.

Changes to Engine dating process for BIVA/SVA

Previously it has been possible to prove the date of manufacture of an engine, for SVA/BIVA emission testing, by providing proof of the donor vehicle.

However this has now changed for various reasons and ties into revisions earlier this year when notifying DVLA of engine changes on the V5C as ACE reported: -
