The bureaucracy involved with correcting or substituting engine numbers on V5C documents and making minor engine capacity changes on old vehicles was discussed in November 2010 at a meeting between members FBHVC’s legislation committee, the All Party Parliamentary Historic Vehicle Group, the Under-Secretary of State for Roads and Motoring, Mike Penning MP, and two senior officials from DfT and DVLA.

BIVA Glass concession extended

ACE reported in July 2009 that concerns were raised about the requirement, for BIVA, that vehicles be fitted with ECE 43 spec windscreen glass and the difficulties that would be faced in replacing such glass on a ‘Production’ car that was submitted for the test.

When we first published this piece, a 12 month concession had been granted to allow projects that were in the final stages of completion to be put through the test with BS (British Standards) marked glass. This was later extended for a further 12 months to April 2011.

Continuous Insurance Enforcement

We first reported back in 2009, on the proposals for measures to ensure all motor transport was insured.

ACE ‘Continuous Insurance’

These measures are now due to come into force in the next few months. The offence will carry stricter penalties with 6-8 points endorsement, a maximum fine of £5000 and the ability to be immediately disqualified.
